Important Update for Texas Regulated Lenders: OCCC Transition to NMLS Now Underway.

The Texas Office of Consumer Credit Commissioner (OCCC) has officially begun the transition process for Regulated Lender licenses into the Nationwide Multistate Licensing System (NMLS). This marks a major shift that affects every active license holder in many OCCC license categories—and the timeline is tight.

Many lenders are trying to get this unfamiliar process underway and there are challenges.  With a September 15, 2025 deadline to file a Transition Application, failing to act in time could mean having to start over with a brand-new license application in the NMLS, which is even more time-consuming, complicated, and should be avoided. 

To help clarify the path forward, we’ve prepared the following bulletin as a general resource to get your team organized, informed, and ready to meet the NMLS requirements and successfully renew your license later this year. Whether you’re just learning about this or already preparing your NMLS account, this guide offers step-by-step insight to keep your business on track and in compliance.


Critical Deadline: September 15, 2025

Regulated Lenders must file a Transition Application in the NMLS between July 15 and September 15, 2025.

If you miss this deadline, you will be required to file a completely new license application from scratch in NMLS—this is a significant setback in both time and cost.


Step-by-Step Transition Timeline

Step 1: Set Up NMLS Account

  • You can do this now.

Step 2: Submit Transition Application

  • Opens: July 15, 2025
  • Closes: September 15, 2025

Step 3: Complete License Renewal

  • File your annual license renewal in the NMLS November-December 2025.

Steps to get your business through the process:

  1. Go to the NMLS website and go to “Create Company Account Request Form” – this is the initial form submitted to create a company record in the NMLS.
  2. Do the Company Form “MU1” this is the “Transition Application.”
  3. Complete the Individual Form “MU2.”
  4. If you have more than one location, do the “MU3” form for each additional branch.

Have these items in front of you while you work in the NMLS:

  1. Have your OCCC Regulated Lender License # in hand.
    1. Principal party information (control person(s), etc), name, contact info, etc.
    1. Statement of Experience
    1. Registered Agent
    1. Business Operating Plan
    1. Statement of Record / Books and Records Custodian Information
    1. Assumed Name Certificate

Common Pitfalls to Avoid

  • Waiting until the last minute (2 weeks or less from September 15th)
  • Incorrect Registered Agent info (must match across OCCC, SOS, etc.)
  • Completing items that are not required
  • Incomplete or insufficient Business Plan / Statement of Experience
  • Failing to check for deficiency messages in NMLS from OCCC

Lessons from the Property Tax Lender Transition

  • Of the 70 or so Property Tax Lenders that recently went through this process with the OCCC and NMLS, approximately 15 (21%) had challenges during the transition.
  • If this trend holds, ~163 Regulated Lenders out of 777 may struggle
  • Email reminders and document checklists reduced confusion and increased success.
